How did Jake Simmons become a meta-human is a mystery that Cisco and Ray will have to work on. In the DC Comics Universe his plane was hit by lighting… and a meteor. So, he’s got that going for him. Always a bad guy, but now one with superpowers, Deadbolt is a human battery, capable of blasting out bolts of… death. He first appeared as an adversary to the All-Star Squadron!

Looks like another DC Comics locale got a shout-out tonight. In the pages of the comics book, this port town has been home to Starman, the Black Condor, and the Elongated Man. And, apparently, Jake Simmons recently passed through. Since Cisco reported that he was in police custody, he was probably there on business, not pleasure.
